International Business News – In order to promote the rapid and sustainable development of the marine economy cross-industry cluster, and strive to create a strong marine economic center by 2030, Vietnam has formulated a national marine space plan to provide a foundation for social and economic development, connect land and sea, ensure national defense security, and promote foreign countries, exchanges and international cooperation.
The Prime Minister of Vietnam recently approved the “Proposal to Promote the Development of Cross-Industry Clusters in the Marine Economy and Build Strong Marine Economic Centers by 2030”. The proposal aims to create a high-efficiency, highly competitive and integrated marine economy cross-industry cluster, and at the same time, combined with the construction of a strong marine economy center, strive to achieve the goal of developing Vietnam into a marine economy power by 2030.
According to the proposal, the cross-industrial cluster of marine economy must develop in accordance with the priority industries proposed in the “Sustainable Development Strategy of Vietnam’s Marine Economy”, that is, industries with development advantages in marine and coastal areas, especially those with high added value and high-tech applications. Contribute to green growth, help protect the marine ecological environment, promote the development of marine economic industries, including marine economic products and services, and help consolidate and strengthen national defense and security in marine island areas.
The proposal strives to form 7 major marine economic cross-industrial cluster areas in coastal areas by 2030, and at the same time form 3 to 4 strong marine economic centers in Southeast Asia.
Li Mingyin, Deputy Minister of Natural Resources and Environment of Vietnam, stressed the importance of marine spatial planning. He said that marine space planning is one of the three national-level master plans stipulated in the Planning Law, which delineates reasonable marine space for different industries and fields, formulates marine space development plans, and solves the overlapping and utilization of marine resources and space development and utilization. conflict, etc.
Developing a national marine spatial plan is a daunting and complex task. Planning must ensure that it provides a foundation for socio-economic development, promotes principles such as land-sea connectivity, and at the same time ensures defense security, foreign engagement, and international cooperation.
According to the report “Vietnam Blue Ocean Economy – Promoting Sustainable Development of Marine Economy”, in order to realize the blue ocean economy, marine economic development policies must ensure the sustainable development and utilization of marine resources, and must not endanger future generations’ exploitation of marine resources.
Therefore, in the national marine spatial planning, it is necessary to determine a reasonable marine economic structure to achieve the highest added value, while maintaining marine resources, marine ecosystems and biodiversity, and integrate the green economy into the socio-economic development plan.
In the medium and long term, in order to better manage the marine ecosystem and effectively develop the marine economy, the state management agency needs to formulate long-term plans, and continuously improve mechanisms and policies in accordance with various international commitments that Vietnam has participated in to manage marine resources, encourage the marine economic activities of environmental protection technology will expand more business fields that can bring high added value, such as marine medicinal materials, marine energy, offshore wind power and other fields.
With the formulation of the national marine spatial plan and the overall plan for sustainable development and utilization of coastal resources, experts believe that Vietnam should launch a blue ocean economic development plan, which will implement some key projects and conduct regular assessments and inspections, and strictly implement an accountability system.
